He joined the Navy at the age of 17, serving for 20 years including wartime service in Iraq.  After retiring from the Navy in 2006, Rich moved back to Oregon with his wife Shannon and their two children.  Now serving on the board at Chemeketa Community College, Rich is running for state representative to focus on making healthcare more affordable and accessible for families and improving the quality of education in this state.  &lt;/span&gt;&lt;/span&gt;

Richard Riggs is running to replace Vicki Berger, Republican extraordinaire.  Berger has made some serious mistakes in judgment during her time representing House District 20.  &lt;br /&gt;
- She voted against Measure 49, voting against the will of 70% of voters in this district.  &lt;br /&gt;
- She sponsored a bill funding research on stem cells, and then voted against it when the Republican caucus told her to. &lt;br /&gt;
- She voted against using the money from the corporate “kicker” tax break for a Rainy Day Fund, jeopardizing funding for state programs in favor of rebates for big businesses.

Guests to include County Commissioner Patti Milne, Salem City Councilman Chuck Bennett. the chair of the Clackamas County Task For for County Governance and others.&lt;/span&gt;
